Willow Lake Association Board of Directors Meeting – Sept 17, 2008

 

The Willow Lake Board of Directors met at the home of Joe Serafini.  

 

Minutes from General Meeting June 11, 2008 read and approved.

 

Budget: Treasurer Jan Benoit gave up-date - as to any owner in arrears, we will send a letter noting amount of dues owed and asking they bring their account up to date.  Failure to respond will require the association to take legal action (as outlined in the by-laws).  Budget items for ’08-’09 were discussed (over and above normal budget) – final proposal to be presented at Annual meeting.

 

Dam Report:  Dam Tender Martin Oakes and Dam Observer Andrew Soria presented photos of recently completed spillway repairs.  Work was completed and came in for amount of original bid from M&M Construction ($24,995.00).  Mike Leslie (Willett, Hofmann & Associates) was present and observed work to confirm it was proper and met specifications.  Their bill was $266.50 and we expect Demeester’s bill for clean-up of spilled concrete and repair damaged grass to be about $300.00. 

Catchment ponds: Fischer Construction cleaned the ponds and 22 loads of material was hauled away vs 33 loads the last time we dredged (Fall of 2006).  This was to billed on time and material, and we are awaiting this bill.  As to the East side of the catchment pond area, the board approved putting gravel in the area where equipment is located to dredge the ponds.  Guesstimate was approximately $2,000.00 to $2,500.00 to include a drain culvert at entrance which is approximately 40’long.  This would alleviate ground repair and reseeding every time we dredge, ultimately saving approximately $300.00 per year.  It would also cut down the area that requires mowing.  Money for this project will come from dollars saved on spillway repairs which came in under budget.

Dam face repairs:  Rip-rap reinforcement (bowling ball sized Limestone) is still on schedule for this Fall at original bid of $9,939.04 from Fischer Construction and we previously allowed additional 10% to repair ground and reseed top of dam/yard.

Noted that Martin Oakes will contact Willett, Hofmann to schedule yearly inspection and report required by the IDNR.

 

Frontage Responsibility:  Individual lot owners are responsible as required (per by-laws) to stabilize their lake bank to prevent erosion.  We had several lot owners who made recent repairs to their frontage (and we thank them for that!) yet we note there are still a few who still need to need to shore up theirs to help control erosion. 

 

Mowing Report:  Joe Serafini indicates Even number lots were responsible for 2008 and mowing is going well (helps that it’s been cool so grass is growing slower).  Note, to Mowing Teams, we have two individuals to contact for mowing the Dam.  They are:

Andrew Soria’s son – 815-235-4553 - $50.00

 

Fish & Water Report:  Larry Frazee will make necessary contact to stock 500 Bass Falll of 2008 per recommendation from IDNR.

Water quality is good (two tests were completed in 2008).

 

Picnic:  What is consensus of members?  Will discuss at Annual meeting, re do we wish to keep this going?  Try a different date – June? July? September?
