WILLOW LAKE ASSOCIATION ANANNUAL MEETING

NOVEMBER 12, 2003 7 P.M.

The Willow Lake Association held its annual meeting on November 12, 2003 at the Jane Adams Community building in Cedarville. President Joe Serafini called the meeting to order at 7:10P.M. 12 lots. were present and 6 proxies were returned.

Diane Kitts volunteered to do the secretarial duties. Minutes of the last annual meeting were read with no additions or corrections. Martin Oakes made a motion to accept the minutes as read, Jim Kleindl seconded, motion carried.

Lot 30a was purchased March 2003 by the association ftom Gus Mantua for $4,500. Because we are a non-profit organization. taxes do not need to be paid on this property. Betty Kraft volunteered to get the necessary paperwork from the courthouse, Jan Benoit will take care of the completion of it. Thanks to Larry Freeze and Mrs. Davis son for mowing the lot. .

Treasurer Jan Benoit discussed the budget for the upcoming year. The principle on our loan is now $25,000 at 8.5%. It balloons in September 2005. We are trying to payoff as much of the loan as possible before then. Board discussed and approved a. special assessment of $50 to be included in the 2004 budget. This assessment will also help payoff our current loan sooner so we can handle expenses expected for the dam in the next 3 to 5 years-. Noted eight lots are more than  .months delinquent on dues; lot 61 has been delinquent since 1998 (we have a lien on this property).

Motion made by Harry Benoit to increase dues to help payoff our outstanding loan and position us financially for future Dam work, seconded by Jim Kleindl. This motion is made in lieu continuing special assessments that we have been doing. The yearly dues increase will be discussed and voted on at the next general meeting. Martin Oakes made motion and seconded by Paul Schafer to accept the budget.

The treasurer's books were audited and found to be in balance and in good order.

Larry Frazee gave the fish and water quality reports. Two fish counts were conducted by Alex Pulley, the first in June and the second in October. Due to the large amount of Carp and Shiners, he recommended killing off the lake and re-stocking. After much discussion, motion was made by Martin Oakes and seconded by Tom Senkowski to leave things alone and let nature take its course. Motion carried with one opposed. Each month a sample of lake water is sent for analysis. This is a voluntary program sponsored by the ILMA. The quality is good the clarity is not.  The lake is safe to swim in. ** See Swimmers Itch.

Report on the dam was given by Martin Oakes. Due to the number of homes below the dam, it is listed as a Class 1 High Risk which requires a yearly inspection & report to be filed with the State of lL. The annual dam inspection was conducted by Gastel & Associates, which noted further concrete work needs to be done and marked several trees that should be removed as they are to close to the dam. Discussion was held about the emergency valve which also needs some work. A work party was formed for Saturday November 15 for the trees to be removed.

The grass has been sprayed twice for weeds. Again mowing is an issue, remember to have someone do it for you if you are unable to mow during your scheduled week. Also recommended that you check the work if you are paying someone to do it.

Bob Thomas will be in charge of mowing this year & Joe Serafini will be helping him. Again, we want to mention special thanks to Wayne Kempthorne (who mows catchment pond) and to Larry Frazee (who mows the extra lot).

Picnic 2004 - volunteers are needed for a lot owner's appreciation picnic, if interested, let Joe Serafini know. We missed 2003 but hope to get going again in 2004.

The following board was approved by unanimous Vote. President - Joe Serafini; Vice President -Bill Lirlgle; Treasurer - Jan Beonit; Secretary - Diane Kitts; Directors - Bob Thomas, Nick Namio, Andrew Soria. .

At 8:55 Martin Oakes made a motion to adjourn the meeting seconded by Harry Benoit. All in favor.
