GENERAL MEETING - MAY 19,2004
MINUTES
The Willow Lake Association held its general meeting on May 19,2004 at the Jane Adams Community building in Cedarville. President Joe Serafmi called the meeting to order @ 7:05 P.M. 13 Lots were present and 5 Proxies were received.
Members present introduced themselves.
Minutes from our November 12,2003 were read with no additions or corrections, stood as read.
Fish report - provided by Larry Frazee, we made it through the winter without any fish kill. We still have a major Carp problem, when fishing and if you catch a Carp, do not return it to the lake. Photo of a recent Carp caught by Dan Serafmi from the lake, 41 inches and 34 pounds, was shown to members.
Water quality report - no testing has been completed this year. If anyone is interested in taking over this project from Larry Frazee, please us know. Larry will provide necessary training.
Mowing report (dam/catchment pond/Lot 30A) - Joe indicated the dam schedule has been passed out and everyone so far has been doing a great job ofhandling his or her turn. Keep it up! Special thanks goes to Wayne Kempthome for continuing to mow the catchment pond and to Larry Frazee for mowing Lot 30A.
Dredging of Catchment Pond in '04 - Martin Oakes has spoken to Fischer Excavating and we'll be undertaking this project on a time and material agreement when their equipment is in the area, which could be early summer.
Dam report - Martin Oakes has received a preliminary estimate to complete work on the dam itself Estimated cost for all work today would be $27,000.00. We know we will need to complete this work in the next 3 years and cost with inflation could be upwards of $30,000.00+. At present, while the dam needs a little patchwork it is otherwise safe. The dam itself needs some Riprap reinforcement; we can get concrete, but will need some hardworking members to join in a work party. Date(s) haven't been set, but if you can help, do call Martin and let him know.
Treasurer's report - Jan Benoit passed out a current report. Motion was made and passed to sell the Weed Cutter and trailer. This would help reduce some of our insurance cost, trailer license renewal. Larry Frazee will seek out buyers for the pontoon, weed cutter, and trailer. We will sell the weed cutter for scrap if that's what we have to do with monies raised going to help offset current loan. At this time, others who may have expressed an interest have backed off as newer models are on the market.
Dues Increase - Proposal by the board was presented to membership recommending we increase dues from $30.00 per month to $40.00 per month effective Sept. 1,2004. This would allow us to payoff current loan by March 2006 and build our assets knowing we're looking at paying for the additional work on the dam spillway (see Dam report). Motion was made to increase dues to $40.00 as of 9/1/04, motion carried.
3rd Annual Picnic - Lot Owners Appreciation Day set for Aug. 7th (rain date of8/14). Sharon Thomas has agreed to chair this event with help from Nancy Serafmi. More information will be forthcoming. The association boatd members will provide the meat and everyone who can attend will be asked to bring a dish to pass, utensils, and chairs. Party will be at Lot 30A (lot adjoining Larry Frazee's) with Larry offering to help cook. If interested in helping these ladies, contact either Sharon on Nancy.
Nomination of officers - Anyone interested in becoming a board member, please call Joe SerafIni. Voting for new officers will be held at our Fall Annual Meeting.
Please do not feed - Ducks, Geese, Rabbits, etc.
Dues in arrears - **If your dues and/or assessment are not current, please contact Jan Benoit to make arrangements to make payments and get your account up to date. **
We do not want to take legal action against anyone, especially one of own association members; however, it is our responsibility to all owners to enforce the Association ByLaws. We have a beautiful private lake and we all share in its maintenance and up-keep.
